Unless explicitly stated on the documentation for a method, the accepted Web API call content types are:

application/json

Calls using any other content type (ex: text/plain) are not supported.

TeamDynamix.Api.Cmdb.ConfigurationItem.OwningDepartmentID

The ID of the owning acct/dept associated with the configuration item.

The ID of owning acct/dept associated with the configuration item. This value is 0 for standalone Configuration Items and Services, as departments can currently only own Assets.
